Working on an anonymous tip, police arrested 40-year-old Michelle Johnson, of the 5900 block of North Lawrence Street.
Investigators say she was driving a green Toyota Sequoia SUV that hit Otto at Rhawn Street and Lexington Avenue late Friday night.
Otto was walking with other teens at the time.
Johnson works at Curran Fromhold Correctional Facility.
She is charged with Voluntary Manslaughter, Homicide by Vehicle, and Accident Involving Death.
