In the 'Record of Bergen County's' poll, 52% opposed the plan, while 42% supported the proposal and six-percent were undecided.
The poll also found 78% of those questioned would rather see cuts in state programs and layoffs first.
But 54% of those surveyed said the toll plan would not affect their decision whether to support Gov. Corzine if he seeks re-election.
The telephone survey of 600 residents has a sampling error of four percentage points.
Corzine plans to hold a town meeting in Hackensack Monday night to discuss the plan.
