What's more, the 220,000 packages, each with two of the new bulbs, were sent during the holidays, creating extra chaos for already-frazzled postal handlers.
So now, the president of Allegheny Power has sent out another mailing. According to the Herald-Mail of Hagerstown, he's sent a letter of apology to western Maryland lawmakers.
