State environmental regulators say a burned out control switch allowed a pumping station to overflow into a tributary of the creek for about 12 hours. A malfunctioning alarm signal failed to alert maintenance workers to the problem.
Up to 8 million gallons of sewage spilled into the creek.
The county has 30 days to contest the penalty.
