The plan would give the police department an additional $78 million over the next five years. The goal is to put 400 more patrol officers on the street by the summer of 2009.
Nutter also wants to borrow $4.5 billion to prop up the city's pension fund.
He also seeks to increase the budget for city parks and requested funds for a weekly recycling program and a 311 call center to handle non-emergency resident requests.
Nutter presented his budget Thursday. City Council will now hold hearings on the proposal; a final budget must be approved by May 31.
