When was the last time we had such a small amount of snow?

The winter of 1997-1998 was practically devoid of snow.

Erica's Answer:

In Philadelphia, we only picked up 0.7" of snow! The winter of 2001-2002 wasn't too far off; Philadelphia only measured 4.0" of snow that winter. So far this winter, we have measured 6.3". It's well below average for a Philadelphia winter, but it's not the least-snowy winter of the decade!
