Is every spinning storm a hurricane?

No. In the Northern Hemisphere, all large, low-pressure systems spin counterclockwise- not just hurricanes.

What you see on satellite imagery may be another type of storm system, what meteorologists call a "midlatitude cyclone". A midlatitude cyclone is a fancy term for the storm systems that bring precipitation, and in many cases, strong winds.
