Chad Victor Braun has been arraigned on three counts of endangering the welfare of children.
According to court documents, police went to the home on March 21 after a call from a social worker.
The documents say the children, aged 2, 3 and 4, were malnourished and living in deplorable conditions. Police noticed rubber tubing on bedroom doors, apparently aimed at preventing the children from leaving.
The affidavit says a doctor found several bruises and injuries on the 3-year-old's hands. Police say his elder brother told them the boy hurt himself trying to get out of the room.
