A video camera at Talley Middle School captured the men wheeling the safe out of the building over the weekend.
After the men were identified this week, a Chester police detective told state police he had Williams in custody. Police say Williams shaved his head, hoping to avoid being recognized.
Police found the empty safe in a nearby creek in Pennsylvania. Both men are charged with burglary and conspiracy, but police are still searching for Willard.
