Some lawmakers are discussing details of the draft, although it won't be released until a final review by the committee. The draft was written by committee Chairman Harris McDowell.
Senate Minority Leader Charles Copeland says the draft report concluded the Bluewater plan is not cost-effective. He says it also recommends Delmarva Power purchase onshore wind power and Delaware offer Bluewater a one-time incentive to build the project without other state-imposed guarantees.
