Police tell Action News the unidentified victim was cleaning the wheels on his car when a man approached from behind and shot the victim at least once in the head.
An undercover police officer happened to be driving by. He chased the shooter for a bit, but he got away.
The whole incident was caught on surveillance video, which has not been made public.
