The Star-Ledger of Newark reports Gov. Jon S. Corzine and Sen. Raymond Lesniak haven't begun raising the private funds they promised for the $102 million project.
Lesniak concedes it's been slow to start, but he's confident they'll make their goal.
Corzine has said his advisers are researching whether it's ethical for a governor to raise money for the project.
The university also hasn't found a company willing to pay $2 million for naming rights for the 43,000-seat Piscataway stadium.
Rutgers is borrowing $72 million for the project designed to add 14,000 seats.
