The horses were missing hair and malnourished. Some were 500 pounds underweight. They were taken last week from the same farm where 15 horses were seized two years ago.
The owners said off camera that they were in over their heads and could not afford to care for the animals.
No one has been charged in the latest case, but an owner pleaded guilty to animal cruelty in the case two years ago.
