Eagles spokesman Derek Boyko says the team will have no comment on Licht's departure.
Heckert was named general manager in 2006 after originally joining the team as the director of player personnel in 2001. He spent 10 years in the Miami Dolphins organization before coming to Philadelphia.
Licht spent three seasons as Philadelphia's VP of player personnel. The Eagles hired him in 2003 after he spent four seasons in the player personnel department of the New England Patriots.
Roseman originally joined the Eagles as staff counsel focusing on the salary cap and became vice president of football administration in 2006.
