Man charged with stealing copper downspout

WILMINGTON, Del. (AP) - June 6, 2008 Police say a resident of the Westover Hills neighborhood reported that a man driving a pickup was stealing downspouts on Wednesday. They say an officer had spotted the truck earlier and tracked down Francis DelCampo at his home.

Police say DelCampo took the downspout to American Scrap and Waste Removal Inc. in Wilmington and was paid $10 for it. A new state law requires scrap dealers to be licensed and to document all items bought and sold.

Records tied DelCampo to two other downspout thefts Monday. DelCampo was charged with felony theft and four other counts and released on $4,500 unsecured bail.
