Police say the stabbing happened during a domestic dispute in the 300 block of West Wind Drive. When officers arrived, they found a man outside bleeding from his neck and hand.
According to police, the stabbing victim said his brother attacked him. Fifty-one-year-old Jon Acea was arrested after a standoff with police.
Acea is charged with assault, possession of a deadly weapon during a felony and resisting arrest.
The victim was expected to have surgery at BayHealth-Kent General Hospital.
