Where are most flood victims killed?

Drivers misjudge the depth and strength of flood water and are swept away when they try to drive through a flooded road. Only two feet of water can float most cars. Cars easily turn over in turbulent flood waters. It can be difficult to unbuckle seatbelts, unlock doors and crawl out of a car once it has begun filling with water.
