New Castle County Police say Frederick Simpson was charged with lewdness, indecent exposure and criminal impresonation, after police were called to the 100 block of Morrison Avenue in Wilmington Manor, Monday afternoon shortly before 1:00 p.m. A man walking his dog told police he witnessed Simpson lying on the ground, under some trees in a field directly behind a church. The witness reported seeing Simpson performing lewd acts while watching several teenaged girls across the street from the church. When police contacted Simpson at a nearby convenience store, in Wilmington Manor, he did not have any identification and gave police the name of another person. Police were able to determine that Simpson was wanted by Kent County Family Court. Simpson told police he is currently homeless. He is being held at Howard Young Correctional Facility.
