It appears to be a caiman, which can actually grow much larger - up to 10 feet long.
Animal control believes it was someone's pet at one time.
The reptile was given to a local animal enthusiast who calls himself Jungle Joe.

A family with seven children had just moved into the neighborhood, and spotted the creature roaming the waters this morning. They promptly called animal control, which fished out the reptile.
