Investigators tell Action News a van driven by David Butzer, of Reading, was stopped and waiting for traffic to move because of construction. That's when the van was hit by a truck driven by David O'Brien, 30, of Shillington. Police say he was unable to stop in time.
O'Brien suffered a broken leg, while Butzer suffered neck injuries. Both men were wearing seatbelts.
Portions of Route 422 were closed for much of the day, but all lanes were open again shortly before 5:00 p.m.
