A tractor-trailer lost control and overturned, spilling its load of asphalt sealant onto the ramp and trapping the driver inside.
The driver was flown to Hospital of the University of Pennsylania.
Emergency crews are on the scene.
The ramp is closed, and state police estimate that the ramp will be shut down through rush hour.
