Reading to enforce parking ticket photos

READING, Pa. (AP) - August 31, 2008 In two weeks, the Reading Parking Authority will start testing the new system in some areas. Each ticket will include up to three black-and-white photographs documenting a violation, authority parking enforcement supervisor Jon Haney said.

The ticket, along with high-resolution color versions of the photos, will immediately be sent to the authority's office, Haney said.

If the system works well, the authority plans to phase it in citywide in four to five weeks, according to Executive Director Lawrence H. Lee.

The photographic evidence could either prove that a violation occurred or back any appeals that people make regarding tickets.

"The photos on the ticket speak for both the officer and the defendant," Lee said. "Either there was time on the meter or there wasn't, and this system will show that. The system protects the public and my enforcement officers."

In addition to expired meters, the photos will document whether vehicles are parked too far into curbing painted yellow, too close to fire hydrants and stop signs or anywhere else that is illegal.
