Thomas Holt of Bernville and Dennis "Whip" Mulligan of Reading were arrested Monday on theft, records tampering and other charges. Holt's wife, Jacqueline, a secretary for a district judge, was also charged.
The six-month investigation followed reports in the Reading Eagle that Berks constables were making considerably more than their counterparts elsewhere.
Records show the county paid Holt and two other constables more than $250,000 last year and Mulligan over $100,000.
Messages left by The Associated Press at their apparent home numbers were not immediately returned Monday.
