Those victims say they paid Hillsgrove for the tournament, which was to be held at the Ripken Baseball Facility in Maryland. Police say he took $2,125 from parents and vanished.
Police say his brother learned of the incident and returned $525 to some of the victims, but the remaining $1,600 was stolen.
Authorities say Hillsgrove turned himself in after his warrant and mugshot were released to the media.
