The shooting happened around 10 p.m. outside the Applebee's restaurant in the 2500 block of Aramingo Avenue in Philadelphia's Port Richmond section.
Police say the victim, and 18-year-old, was taken to the hospital in critical condition.
No one has been arrested for Tuesday night's shooting.
