The men were eight floors up at a building on Temple University's
"He was hanging off the side of the building and it's a bad situation," said Andre Hawkes of Northeast Philadelphia. "If he didn't have the safety lines on that would have been it for him but it's a good thing he had the safety lines on."
Both men were rescued safely.
Officials are investigating what went wrong with the scaffolding.
