Police started their investigation on New Year's day when they responded to Christiana Hospital to investigate a report of a rape.
Investigators found the victim was spending the night with a friend at Begg's home on New Year's Eve. After becoming ill from the alcohol, the victim said she laid down on the couch and fell asleep. Beggs is accused of waking the teen and engaging in unlawful intercourse with her.
Beggs turned himself in at police headquarters Thursday night. He's been released on bail.
