For the second time this week, HAZMAT crews were called to the federal courthouse at 6th and Market in Philadelphia. They were called out around 10:00 a.m. Friday for envelope that contained a white powder.

It was determined to be talcum powder.

Authorities say the envelope was sent to 21st floor and was sent from a person in prison.

The FBI took the substance for further testing.

A similar incident happened just yesterday. An investigation determined that the substance was crushed up aspirin that was sent by an incarcerated prisoner.
