The officer and a person in the other vehicle both received non-life threatening injuries.
The dog was not injured and was turned over to another K-9 officer for handling.
According to police, the crash occurred as 39-year-old Bobby McKnight of Philadelphia was traveling westbound in the eastbound lanes of I-76 near Passyunk Avenue.
McKnight's vehicle hit a Philadelphia Police cruiser head on, driven by Officer Snyder.
When PA State Police Trooper Holdeman investigated, he detected a strong odor of an alcohol beverage on McKnight's breath and body.
McKnight also told the trooper that he had been drinking alcohol before the accident.
Both drivers were transported to Hospital of the University of Pennsylvania.
McKnight was admitted to the hospital and is in police custody.
Philadelphia Police Officer Snyder was treated for minor injuries.
