A motorist on I-95 southbound spotted the man's body in a grassy area on the side of the road just south of the Churchmans Road exit about 2:40 p.m. Sunday.
Police said the man was in his 50s, but did not know how long he had been dead.
Police are withholding the man's identity until his family is notified. The body was turned over to the State Medical Examiner's Office and an autopsy is pending.
Police say it does not appear that the man was hit by a car and no foul play is suspected at this time.
