Police say officers spotted a gold 2006 Cadillac driving with its lights off.
When they went to pull the car over, a passenger ran from the vehicle. However, police say, 19-year-old Dyneesha Turner, the driver, stayed in the car.
During the stop, police found the 11 pounds of pot in the trunk.
Turner was arrested on DUI and drug charges.
