Pier 11 is currently overgrown with brush, but Nutter says the project will show how the city intends to rehabilitate seven miles of riverfront from South Philadelphia to the Port Richmond area. He says it will result in a world-class open access site, creating much-needed jobs and attracting private economic development.
Money for the project will come in the form of a $1 million grant from the William Penn Foundation and matching funds from the city and state.
The city plans to break ground on a recreational trail in April.
