Both proposals met with strong opposition from residents and even city council members.
Nutter had hoped the estimated $100 million per year that he said would be raised from the proposals could be used to help ease the city's projected five-year $1 billion budget deficit.
On Sunday, Nutter said the trash proposals are now off the table and not likely to be brought back again.
