PHILADELPHIA - April 15, 2009
Lucius Steagall was last seen in the 1500 block of Chestnut Street early yesterday morning.
He was wearing a black and white Kangol hat, a black Dickies pantsuit, a black and white sweater and a black leather coat.
Police say he suffers from Dementia.
He may frequent Northeast Philadelphia and Camden.
