The council in the Washington state city has voted down an art installation at the new City Hall.
Seattle artist Dan Webb created the bronze bubbles, like those dialog bubbles in comic strips.
He says the idea is to represent the voice of the people.
But critics weren't buying the bubbles.
One said they looked more like tadpoles.
So, it's back to the drawing board for the $180,000 public art project.
