The decree followed a series of high profile cases in which children had slipped through the cracks.
The 112-page report, released on Monday, finds the department had increased workers, improved caseworker training and supervision, and expanded key services during the second half of 2008.
The monitor says the department has met nearly every goal for improvement.
But beginning in January, the state will have to statistically show that children and families are doing better because of improvements in the system.
