Del. cell phone ban bill fails

Delaware's House lawmakers have killed a proposed ban on using hand-held cell phones while driving. Rep. Joseph Miro says now he's going to try to ban texting and e-mailing while driving. The Republican wanted Delaware drivers to only use handsfree cell phones while driving.

But other lawmakers added amendments Tuesday because police, radio operators and construction workers could be using phones with a walkie-talkie feature.

The bill's chances suffered further because it didn't specifically say drivers had to use a handsfree device - they simply had to have one. So that required more discussion and amendments.
