She unseated the former office holder by a single vote, as a write-in candidate.
The 21-year-old makes $12,000 a year as mayor.
But this isn't the first time Allman has run for office.
She was elected student body president at Glenville State.
Political observers say Allman may be the youngest female mayor in West Virginia history.
