Markell says housing officials will help homeowners find emergency financing and help families recover if foreclosure cannot be avoided.
Officials say the historic average for foreclosures in Delaware is about 2,000 a year, but that number more than doubled to 4,500 foreclosures in 2008. With more than 1,500 foreclosures in the first quarter, officials say the state is on pace to record 6,000 in 2009.
