"The building dropped like a matchbox. It was an extra dangerous situation because it was just a matter of metres for this building to hit the next one. We experienced a great danger," he said via a translator.
The building was an old flour factory which had been empty since the 1980s and was being cleared to make way for a shopping center.
There were no reported injuries.
