The security staff told police they went through the video and saw Meadows approach the victim as she was playing slots at 1:59 a.m.
The video showed Meadows talk to the victim.
As that victim was distracted, police say, Meadows moved the woman's walker behind a pillar.
Once the walker was out of sight, investigators say Meadows rummaged through an attached bag, and stole the victim's medication.
Security found Meadows still on the casino floor. She was held until Troopers arrived.
She is charged with felony theft.
