Carlitz's paralegal was Bonnie Sweeten, who was arrested in May in Disney World with her 9-year-old daughter.
The lawsuit claims the alleged fraud happened while Sweeten was working in the office.
Carlitz's attorney says her client is not to blame. She refused to elaborate, citing the ongoing FBI investigation.
Theodore Klein's lawsuit says Carlitz informed him in June 2009 about the settlement but he never received any money.
The lawsuit was filed Monday in Bucks County court in Doylestown.
