Investigators say Burrell went into the Brew Ha Ha coffee shop in Brandywine Hundred, Delaware, in the morning between August 12th and August 21st wearing spandex bicycle shorts. Then, police say, he would talk to two female workers about how good he looked in the outfit.
On one occassion, investigators say Burrell came out of a bathroom after tearing a hole in his shorts, exposing his genitals to the employees.
Burrell turned himself into police, and was released after posting $5,000 cash bail.
Police say Burrell has also been arrested for similar crimes by the Wilmington Police in April of 2009.
