Barrett is accused of videotaping Andrews nude by aiming a cell phone camera through an altered peephole in the door of her hotel room.
U.S. Magistrate Judge Arlander Keys on Monday ordered Barrett released with an electronic monitoring bracelet on his ankle and barred Barrett from using the Internet.
Barrett's attorney says the allegations aren't true. He is next due in court in Los Angeles on Oct. 23.
