UNIVERSITY CITY - October 24, 2009 The incident occurred during a heavy rain, the tractor trailer blocked both westbound lanes of the Schuylkill Expressway causing traffic to back up before police forced traffic onto the Veere Avenue exit and then back onto the Schuylkill Expressway.
