Pennsylvania State Police say 20-year-old Patrick Carey of Sea Isle City, New Jersey, was behind the wheel when his 2005 silver Jeep Laredo hit the concrete barrier in the southbound lanes of I-95, then flipped onto its roof.
Carey was treated at Hahnemann Hospital for minor injuries.
Investigators say Carey appeared to be under the influence of either drugs or alcohol.
Police plan to file charges in the case.
