Gov.-elect Chris Christie, meanwhile, has asked his transition team to draw up plans to cut state government spending by as much as 25 percent in the budget year that begins July 1.
Corzine's cuts - including $5 million for cancer research and $2.3 million in charter school aid - are needed to keep the current budget in balance as required by law.
The revised $28.6 billion budget will allow $20 million in delayed municipal tax relief payments to be released to cities and towns and allows an income tax surcharge on the wealthy to sunset on Dec. 31.
Christie says he wants recommendations on state programs that can be trimmed or eliminated.
