It happened early Friday morning on the highway near Newark.
The victim, Marckia Wilkerson, 26, had just been involved in a robbery, police said, before he was hit.
Back in May, police say Wilkerson pointed a gun at an officer after a street fight. He was then shot and wounded by police.
In December, Wilkerson was ordered to appear in court, but failed to show up.
He later turned himself into police, and was awaiting another court date when he died.
