UPDATE: Philly goes after parking scofflaws

Standing beside the list of Philadelphia's top 25 ticket scofflaws, Vince Fenerty sought to send a clear message. The Parking Authority wants its cash.

Now, it plans to get it.

"I just think that they're individuals who don't care for the law, care for fellow parkers, or care for pedestrians," Fenerty said.

After years of ticketing, and often times booting the cars that belong to the people on this list, the PPA is suing each of them in the Court of Common Pleas. In all, 25 people whose unpaid tickets total a staggering sum: $308,193.70. The man who owes the most: Pennsburg businessman Bob Faraco who is $40,580 in debt.

We first met Facaro, who sharpens knives for a living, last week. Aware of his chronic non-payment, he called it a protest of unfair parking policies, and refused to pay until he was forced to. "As 6ABC's Brian Taff reported last week, the city's top scofflaw, Mr. Robert Faraco, shows no remorse of shame for continually violating our parking laws," Fenerty said during a news conference Tuesday.

But even if Faraco is alone in not paying out of principle, he is not alone on this list. New Century Travel, a bus company, owing more than $16,000.

Sergio Claudio - even deeper in debt - owes $21,444.

In all, there are 3,490 unpaid tickets among just 25 people who have long-refused to pay. As for the others?

"I would hope that everyone would search their conscious, pay their ticket. If they feel their ticket is unjust, they can ask for a hearing."

now we should mention that, lawsuits or not, people can still avoid paying--as many on this list have--by exploiting that loophole we first exposed...the one that lets people with too many tickets simply get a new license plate, making the car appear clean. Officials say Mr. Faraco and his company had 73 separate tags. The authority's executive director is lobbying lawmakers to close that loophole now. Of course, we'll keep you posted.
