Plains Township police say an officer chased down 23-year-old Raymond Roeber near the track outside the Mohegan Sun casino at Pocono Downs early Wednesday morning.
Police say the Pittston man fled from a traffic stop and climbed a fence and ran parallel to the track before being captured.
Roeber was wanted on charges including retail theft for allegedly helping two other men steal televisions from a Wal-Mart store. He is being held on $10,000 bail at the Luzerne County Correctional Facility.
